evaporative emission control valve

I am having difficulty locating an evaporative emissions control three-way valve. It is part of the environmental controls system and is located adjacent to the fuel tank. The valve can be accessed only by removing the fuel tank. Can anyone help me locate a replacement part or tell me how to set up a bypass.
