1999 montana fog lights

I have to replace the bulb for the lower fog/driving lights on my 1999 Montana. Any ideas on how to access these bulbs. I was taking a quick look at it but its too cold to mess around.

There are supposed to be a couple of nuts that hold the fog lights in place. They are behind the front bumper. Probably best to take a look from below.
