Angry 1994 APV charging system

My 1994 APV with a 3.8. The water pump went out and I replaced it. I replaced it. After that, I have had problems with the charging sytem. I get 11.7 volts most of the time, but sometimes it puts out 14+ volts. This doesn't seem to last long. I have cleaned the pullys, put on a new belt, and tensioner, new alternator, new battery, new cables, and a new starter. I am at my wits end. I don't know what else could be causing the problem!!! I have even replaced all the ends to the wires connecting to the alternator. Any Ideas what to look for?. The van DOES start and run, but has low voltage, eventually it dies.
