84 Camaro with no electrical power

We changed the ignition modulator and we have a brand new battery. We redid the ground cables. All the electrical power will not work: the dash lights, head lights, stereo. Please help if you can.

Check to make sure you have 12V+ @ the fuses, if not check the fusable links and connections on the starter.
