rear seat belts 97 camry

One of the seat belt units in the rear of my car does not work, as the belt does not retract . Its all piled up in the back seat . Can anyone tell me how to replace the unit. I could not access it from the trunk. How do I remove it and either replace or repair it ?

you will have to remove the back seat, and the rear package tray and then you can access them.
