hoppy hitch trailer wiring and spare tire lock

Hello,
I got one of those T wiring kits from autozone. Is the harness I have to plug it into underneath the spare tire?

My spare tire has a lock on the access hole that I can't remove. I have the key, but it turns the hole lock in the hole instead of allowing me to remove it. Thankfully I've never had a flat yet. Can anyone explain how the lock works?

My wiring was stuffed between the bumper and frame to the left if your facing the license plate, hope that helps.
