Still will not start.

I have a Lumina 96 minivan it will not start. We have changed the fuel pump and the fuel pump relay and fuses but it still will not start. We have figured out thier is no power going to the pump but we have power to the float. We have a remote car starter. Could the car starter be the possible cause for it not starting? or should I be looking somewhere else. The van is turning over good and will fire if gas is added. Any help would be greatly appreciated.

I've run into stuff like that with security/remote start sytems, and it wouldn't suprise me if that was the cause.

I'd wire around any related wiring from the start module to the fuel pump or pump relay and see what happens.

You have verified it will start if gas is added?-Just want to make sure, some electrical probelms will disable fuel from being delivered.--
Check at your fuel pump relay. I don't have access to any schumatics or anything, but I'll take a stab in the dark and bet your pump relay and float are grounded together, but powered seperately. I'm assuming you have a mulitmeter and test light, which by reading your post ill bet you do. If not buy a pos semi-inaccurate one at harbor freight for $3.99 (I use this for testing current so I don't blow my $600 meter, just in case.)
Remove the fuel pump relay - There are probably 5 prongs. 2 of them will ultimately make a connection,thus completing the circuit allowing current to flow to your pump. Find which one is your supply and verify it lights with your test light. If it does this means you have power going to the relay and your problem lies elsewhere.
If your test light did light check power at your pump.
If you have power at your relay and not pump, your relay probably isn't closing the circuit due to other safety/electrical issues. -Won't go into depth, post results and I will help as much as possible.
Next check your ground at your pump. Take one test lead to the pump ground wire and the other to a 12v source. should have a voltage drop of somewhere around 12.6 volts.
Another important issue you want to check for is to make sure your pcm (or other electronic device) is switching your relay on and off. Simply put your ear to the relay and turn the ignition off, then turn it back on. You should hear a clicking noise.
Post results and I will try to help further.
A few quick notes-
1. It is vital you are postive you have spark at the plugs before beginning to diagnose a fuel issue.
2.You simply can not "test" for power with the key in the on position. The pump turns on only for 1-2 seconds when turned to the on position, then shuts back off. These tests must be done while toggling your ign switch off for 30 seconds (just to make sure) then back on with the test light already in place. Otherwise you will be condemning a part that has no problems and throwing money at the vehicle left and right. You can also crank the engine, that will keep the circuit complete.
Also tell me if your rpm cauge moves while you are cranking or if it just sits at zero rpms.
Post your results of power at the relay-fuel ciruit hot side and results of if the solenoid is "clicking".

--although I DO NOT RECOMMEND THIS If the relay is not clicking you could simply complete the circuit with a jumper wire, that would give you constant power to your fuel pump, but there is going to be a resason the relay isn't clicking, so I wouldn't recommend it. I.E. faulty electrical/ignition system, blown computer, etc.

We just had the same exact problem, changed the pump, relay, and filter. Took it to a mechanic charged me $35 took five minutes and had it running lol. Check your fuseable link that is in line with your relay.

Good call. The hell with all I said.... I'll break it down to make it a little easier for you. First thing you should do is put your ear to that fuel pump relay to make sure it clicks when you the key on. If it clicks turn it back off, then back on and make sure you have power from the hot part of your fuel circuit. (Test light). Update with results.
