1989 Honda Accord DX

I have a couple questions. First off, where is the Transmission dipstick? I looked in the manual and it's not where it should be(below and to the left of the oil cap).
The tires I have on there now are 180/65r13. I'd like to go bigger and wider. What size tires can I put on this car?
Lastly, the wipers come on intermittently, when I'm driving. It seems to be a loose switch on the steering column. Is this an expensive fix? Roughly how much will this cost me?
