Wiper Problem

Hi,

I am having windsheild problems on my 1995 neon. When I turn off the wipers, they do not go back to the bottom like they normally do, instead they stay at the spot where they are when I turn the switch to off. Also the intermittent wiper function does not work anymore. When it is seat at delay, the wipers work as if they were at the LOW speed. The HIGH and LOW speed seem to work allright except when I turn them off.

I would check all related fuses and wiring.
