Question or Idea how to do ?

I found this one in the internet , any idea how it can be done withphotoshop ? or any ideas how to make it ? I want wo make a seat Leon Cupra Like this

open photshop select it all and then press ctrl+t then scale it down then when your done scaling you have to adjust the guards so there bigger and round then just crop the image so there is no bg color around it pretty easy actually.

yea i hadnt regisered.

that could be, and no I did that one by the Tut. you cut out the wheels and fenderlips and keep them the same size.
