In the September 2000 issue of Super Street they featured a 1999 CTR and quoted 117 lb-ft of torque at 7500 rpm. They actually called it "measly." They also say that it's annoyingly loud after about an hour in the car, and recommend earplugs.

He's referring to the new engine, i-VTEC. I think 196 ft/lb is a bit high though.
