1991 honda civic rpm problems

i have a 1991 honda civc 4dr....,when im in neutral the rpm jump from 1.5 rpms to 3 rpms the back and forth a a steady rate and fairly quick what could this be??? i have rebuilt the whol thins new gaskets and a newe clutch any of this effect it????

eacv in the back of the intake manifold, or a cracked vacuum line.
