Question '98 sebring emergency brake

On my '98 sebring, the parking brake was non existent so I asked my mechanic about it and he said the pads for the rear emergency brake were separate on this vehicle and needed replacing. So, I had him replace the pads. He told me they were self adjusting and after a few uses the handle would tighten up and they would be fine. They still don't work so I asked him to repair it and he said I probably need a new handbrake cable assembly which includes a new handle and everything. He said the cable is probably streched and there is no adjustment so it has to be replaced. Does this sound right?
