A/C blower 730i 1996

I have BMW 730i 1996 E38 series, I have problem with the A/C blower, not working, all fuses been checked but still the blower not working, I am not sure it the blower motore bad or not can any one let me know where to check other than the fuses, i also checked the relays behind the glove box, I just swap the same colore with each other but still the problem not solved. while i am checking the wires behind the glove box i found a wire link cut. doese that has any relation with the blower?

hi, i would be changing the blower fan resitor first and then if you have no joy lookin at the blower fan itself.
