91 accord won't turn over

My 91 Honda accord will not turnover at all. I had to push start it (manual transmission) to get it home. I checked for 12 volts at the starter solenoid and did not have it with the key held in the start position. I jumped it out and it started to crank. I'm losing the 12 volts from the ignition (start wire) somewhere. At the key cylinder I get 12 volts with the key in the start position, so I have eliminated that as being the problem. I'm guessing it goes into the fuse box at the kick panel where there is a relay. Where is the relay located? The only reason I think there is a relay somewhere is because of the clutch safety switch. If anybody can tell me the route this wire takes, I would greatly appreciate it. I tried jumping out the clutch safety switch (paper clip) to no avail.

I also checked fuse #9 at the kick panel and it is still good. Is there another fuse I should check?

Ok, this is the route of wiring from the ignition switch. It goes to a 7.5 amp fuse (no. 9) then to the clutch interlock swirch then to the starter relay. On the other side of the relay is ground. On the relay contacts side, it goes from the ignition switch through the relay then to the starter solenoid. You are right, the only reason they have the relay is so that solenoid current does not go through the clutch interlock switch. The relay wires are Blk/grn and blk for the coil; blk/wht and then to the blk/red to the solenoid. I would guess the fuse is on the inside fuse box and the relay is just above it but I don't know exactly. Keep us advised of what you find.

I finally had a chance to take a look at the car today. It turned out that I just needed to replace the little plastic piece that depresses the clutch interlock switch. I thought I already checked the switch, but I was wrong. There are two switches connected to the clutch pedal assembly. I was checking the lower one (the one you can actually see). Since the wires coming out of the harness didn’t match the diagram I got, I started looking a little harder. To my surprise, there is a smaller switch higher up with the right wires going to it. It was almost impossible to squeeze my fingers back there to put the plastic part in. I still don’t know why there are two switches though. I appreciate all the help.

I found out the second switch is for the cruise control. I forgot that car even has/had cruise control. I replaced the stock steering wheel with a Momo wheel a few years ago.
