ABS Wheel Sensor

ABS light is On, I have no scanner, and my experience has been usually means a bad speed sensor.
Looking at the wheel sensors from the control box with an ohmmeter is there a way to tell which sensor is bad ?
One front sensor reads wide open, the other reads with a high resistance short. What would the normal reading be ?
I have taken the readings from the control box and the last connection to the sensor, this should eliminate the wiring between. I also have removed the sensors and cleaned them, the readings remained consistent.
Any help on what the reading should be ??

1450-1800 ohms is the approximate range.
