horn doesn't work and lights get bright and dim

My horn no longer works and the headlights pulse from bright to dim. When I replace the horn fuse the problem is fixed momentarily until the fuse blows again. What's blowing the fuse?

If you have a trailer harness, unplug it and report back.

Also if you turn on the lights does the clock on the dash light up?

No trailer harness and no other problems to mention. The clock on the dash does light up. I'm thinking it's something in the altenator?
