'95 LHS Dashboard problems

Have a 95 LHS...following symptoms:

intermittent dashboard where

1).start car and everything fine.

2). all items are dead (Gas guage, Tach, indicators but PRND3L all lit till you ride for a minute post start-up then disappears.

3). Final situation is no guages including Tranny indicators PRNDL. Put car in gear and PRND3L flashing between gears D3L (?) and subsequent erratic shifting once moving...have to shut car off and sit about 2 minutes . Restart usually clears.

Father-in - law a mechanic and has Snap-on analyzer / scanner. Hooked up to ODBII connector ...code 66 ; 28;51;and no EATX CCD messages from TCM.also EATX PRNDL message not recieved; and ATC mode door Output shorted to ground. Cleared codes and car still shows errors.

Went on all-data at library but did not get a lot of useful information except for PCM being likely candidate but replaced this part in 2001. On one of your articles you mention a DRBII test box.. Is this unique to Chrysler dealers only? Locally a good Chrysler mechanic in a dealership is hard to find and I do not want to spend $$$$ on a 10 year old car with 100,000 miles on it.

Airbag and Check engine started a couple of months ago...Additional conditions were coincident with Evaporator changeout by shop
