Idle problems

I have a 91 s-10, 2.8 L v-6, TBI with idle problems. When the car is started cold, the idle goes very high (higher than what i would call fast idle), and remains high until warmed up. Once the car is warm, everything is perfect, but when i shut the car off for even a short period of time, then start it again, the idle is high again for a short period. There are no vacuum leaks. I cleaned the IAC. Any other suggestions?

I got this out of repair book "chilton"

When the engine first starts and engine speed rises, the computer module operates in the open loop mode until specific parameters are met. In open loop mode, the fuel requirements are calculated based on information from the MAP and ECT sensors. The oxygen sensor signal is ignored during initial engine operation because it needs time to warm up.
Do's your service engine soon light come on? if so its your o2 sensor.
Also get a code reader from wal-mart its only about $20-$30 CND nice thing to have and might narro down were your problem is.

No error code lights come on. Just went thru the process of jumping the terminals and dont get any error codes either. Thanks for the help. Does the code reader tell me more than jumping between terminals?
