95 GA runs rich

The car runs rich until it doesn't run at all. Codes pulled give no response of a problem.

Spark plugs have been changed, o2 sensor has been changed, regulator has been changed, distributor unit has been changed. The car runs rich until the spark plugs become black and don't fire correctly. Car doesn't start if you don't change plugs after a while.

What else could it be?

it is possible that the ETC sensor is reading incorrectly.
If the PCM reads a colder than actual coolant temp, the engine will run rich.
