Possible W/ Forced Induction?

Hi,

I'm thinking about getting a Dodge Neon and was hoping that I could eventually get it to run low 14's and eventually high 13's. Would this be possible? What would I need to do to run these times? Would it be possible with a Turbocharger or Supercharger?
