Changing tack a little now, who is going to decide how the reconstruction money is allocated?

Or more to the point, who should decide?

This article (linked below) gives an interesting perspective and draws upon the experiences of the tsunami victims and Mexico City earthquake in an attempt to clarify what might happen.

Will the displaced population sit idly by as the reconstruction prices them out of the option to return?

Or will they mobilise seeking "democratic reconstruction" as the Mexicans did?

Does anyone know why Nagin the mayor of New Orleans didn't mobilize the city's buses to evcuate the residents that didn't have cars or any way out of town? Here is some overhead pictures of the buses parked in a parking lot thta could of been used to get everyone out.

President Bush considered using the "Insurrection Act" to take over because the governor and mayor refused the federal government's help in the begining until 2 days after the hurricane.
