1994 Toyota Camry won't start
I have a 1994 Toyota Camry 2.2 L 4 cyl. I have been having problems with it running rough and stalling at idle. I have cleaned the IAC, EGR valve, new plugs, rotor bug, distributor cap, and new plug wires. None of the things I did seemed to help. The car finally quit completely. I have checked and their is no spark. I have checked all three pickup coils and resistance is good as well as the air gaps. The primary coil and secondary coil check in spec, have checked the signals from the ECM to the igniter and they check good as well. When I turn the ignition switch on I get 12 volts across the primary coil as well. Using the Toyota repair manual, it tells me after all these tests that its the "igniter". Has any one else had this problem and the igniter fixed it? Also is there a way to test the igniter? I hate to spend $150.00 and that not fix it..... Thanks you for your help! My son is driving me nuts to get his car fixed.:>)))))

No good way to test the ignitor, except to substitute a known good ignitor. It may be your coil. It may break down under heat and high voltage.

May still be your coil. The ohmmeter you used only tested the continuity at 9 V. The coil may break down at operating voltages.
