revving an engine at the lights is concidered to be exhibition of speed or street racing. Sooo that would be like them trying to race them then pulling them over.

Holy crap. I know for a fact that cops have an option of installing those cop lights in their personal vehicles, if they chose to. So when theyre off duty, they can do that shit and pull people over whenever they feel like it.
