2001 jetta tdi

the car is sluggish when starting out and drops speed when going up hills . 4o mph or more.

Check intake and egr for carbon buildup (pull off intake pipe from egr valve)

Another possibility would be the Mass Air Flow sensor on the air intake pipe near the air filter housing. Pull the electrical connector & see if it actually runs better (not perfect). Note, this will set a CEL code that will have to be cleared.
