Recruiters resort to targeting lower socio-economic elementary schools
Tommy Franks gives a sponsored "motivational presentation", sanctioned by "No Child Left Behind" at an elementary school which is 89% Latino.

nothing new here. rich white kids in decent school systems have an honest chance at college. poor minority kids in shitty school systems need a way out, and college isnt exactly available. what other options do you have?
