Bonneville 93 electrical problem

Retained accessary power, illuminated entry and warning chime (when key left in ignition , sealt belt, low fuel, lights on etc.) all not working. I tested all fuses and seem to be in order.
Anybody have any suggestion? Also where is warning chime physically located in car. I checked under dash and can not find.
