Hard getting shifter out of park

Hello,
My sons girlfriend has a early 90s Civic(or maybe Accord) It's really hard to get it out of park. I can hear a relay switch on when I depress the button on the shifter, but I really have to pull hard to get it out of park. Once out of park it goes through the other gears ok. Could it be the release itself? Does the console come off easy? Any thoughts appreciated.
