God, sounds like shoes on lines mean too many things that you couldnt even be able to actually FIND OUT what it actually stands for unless you asked the person who put them there.

true, nobody wants to look like an idiot, so maybe the shoes are a business tactic. We all need a pair of shoes on a power wire at some point in our lives, but we don't wanna look like an idiot trying to do it ourselves. So, what can you do? Where do you turn? Simply look for shoes on a power wire, and there is a professional shoe tosser there, soliciting his tossing abilities. Kinda like OZ.
