96 Sable LS Hard Steering At Edges

I've got a 1996 Sable LS and recently the steering has gotten tough when the wheel gets about 30 degrees turned in either direction. Its tough to describe, basically it works like normal for 30 degrees on either side of the steering wheel from its normal position. Once you get past 30 degrees of rotation it gets progressively harder to turn, getting to the point where it feels like power steering is dead.

I've checked the power steering system and everything seems to be working at idle and its definitely working when the steering wheel is at 0 degrees. This leads me to believe that its something with the suspension, but I really have no idea.
