That is not the noise we are talking about.

We are talking about the fuel pump whirring noise which is normal.

Yes, the noise is normal from the constant whirring of the pump, however, if the dampening padding is missing or severely worn, that "normal" noise is amplified about 40 times through the body of the vehicle. The body and tank itself will act as a resonator which amplifies the sound much more than one might realize. If you undercoat between the tank and body it also will help dampen this normal noise. The sound won't stop, but will be much less noticeable inside the passenger compartment. It is kinda like playing an acoustic guitar; if you wrap a blanket around the body of the guitar, the sound is dampened tremendously. The body of your vehicle resonates sound in the same way. Try it next time you drop your tank, it really does help a little.

The noise is not caused by vibration, it is the sound of the pump motor working.
