turn signals won't work

My '94 Plymouth sundance turn signals stopped working. I checked the fuses and the bulbs and both are fine. My hazards work but the blinkers won't. I changed the Hazard Warning flasher but that didnt solve my problem. Can't seem to find the turn signal flasher, its not by the others. Any suggestions as to what I can do to fix this problem?

the hazard flasher is separate from the turn flasher, since both turn signals don't seem to work it is more likely the flasher.

the flasher is sometimes located underneath the dash by the steering columm it's held onto the dash with a clip to vibrate to actually give it a louder tick tick sound.
