Doesnt Start On First Try

HELLO EVERYONE, new to the forum but not to mustangs.... i just got a 98 gt and when i go to start it cranks and cranks and doesnt start so i tried to turn the key to the on postion to let the fuel pump kick on about three times i do this and then it will start.so im thinking fuel pump or regulator or even a filter??? not sure i have never had this happen, it runs fine after it starts with no signs of lossing fuel so thats why i think it could be the filter but not sure any help would be appreciated
