Rear AC output on floor not ceiling

My 93 E150 club wagon rear AC / Heat is stuck with the air coming out the floor heat vents instead of the ceiling AC vents. My Haynes manual does not show a solenoid or vacuum damper. Does anyone know how it works or trouble shooting steeps?
