Vehicle does not want to start...

Replaced the starter motor and ignition switch, but vehicle doesn't turn over. Nothing happens - no click, no nothing. There seem to be no electrical problems. Can someone give me some ideas on what else I can check?

My 2002 Safari would not start - turned key and only the lights and dash came on. So I checked for voltage at the starter when the key was turned on and it was getting there. I took off the starter and found the engine block had rusted so that the starter circuit was not getting a good ground path from the starter housing through the engine block back to the negative post of the battery. I cleaned the block and it starts every time. Hope this helps.
