Camry Cooling fans problem, help please!!

Hi, I have a 1989 Camry Sedan, Australian supplied model with 2.0 Fuel injected motor. I just got the car and history is unknown. Both the engine cooling fan AND the air-con fan run all the time, even if the car has been left out overnight in the cold. From what Ive read here I belive the engine fan should come on when the car is warm and the aircon fan should only come on when the aircon is turned on. (Its on regardless), There does not appear to be any sensors in the radiator on this model and I thought the two fans would be on different circuits or maybe I have 2 faults?? At the moment Ive had to take the aircon fan relay out so the car gets to operating temperature...any help would be appreciated...Thanks

I have US version of your car. The fan sensor is located near where the lower radiator hose comes out of the engine. On my version, both fans come on when cooling the radiator. Both fans also come on when AC is activated, but at slow speed unless water temp is too high and then they switch to normal speed.
