89 5spd cruise cntrl

I just bought an 89 aerostar (3.0 liter, 5spd manual) and the cruise control doesn't work. I checked the fuse, and it is good but the haynes manual doesn't cover this at all.

What else could be wrong? I don't know enough about how the cruise control works to figure out where to go next.

Does the horn work? One of the more prevalent problems is the clockspring underneath the airbag assembly. When this breaks both the cruise control and the horn fails to function. If there is a partial break either the horn or the cc will not work.

yup, i just went out and checked and the horn works fine.

Can that clockspring affect just one thing, or does it always get both?
