Power window doesn't work

1997 Ford Escort (I'm a noob)

The rear passenger-side window has not worked since the day I got the car. When the button is pushed, there is no motor activity or any other signs of the window attempting to go down. I figure, the fuse needs to be replaced, I check under the wheel and don't see where the fuse is for the power windows. The labelling shows it is 30 amps and is above the others. I see a small black rectangular thing with a red dot in the middle, which seems like it should be the fuse for the power windows. I read in the manual that in order to reset it, I hit the reset button (how intelligent). What reset button are they talking about? Do I need to replace the fuse? (How do I take it out?) All the other windows work fine.
