Throttle valve cable question.

Can anyone tell me what some symptoms of a TV cable problem?

I have a 1987 LS 4.3 with o/d, which is currently unregistered. The last time I drove it (legally), I was experiencing transmission problems. It felt like it was starting off in the wrong gear, and not downshifting. If I recall correctly, it seemed to buck and stall, when coming to a stop, so I would put it in neutral, then starting off, it was really sluggish and wasn't shifting properly. I have read some things on the internet which sound like the convereter is locking up at the wrong times. I drove it once on the road, when I moved, but it didn't seem to have the problem that time.

The reason I ask about the TV cable is because I have since learned how to adjust it, and according to what I have read the cable was way out adjustment. The car is not registered at the moment, so I don't want to drive it on the road.
