temperature gauge movement

Hi, I have a 93 Lincoln Mark V111, I have been haveing a overheating problem. It has a new thermostat and a new water pump. It does not leak any coolent, but the temperature gauge moves between low and 3/4 hot., and then back down to low. When it in hot the air does not work, Any Ideas? Thanks Ron
