Non-retracting seatbelt

Hi,

My seatbelt doesn't retract anymore in my 93 Justy. I took the door panel off to investigate, and while the bottom roller works fine, the top roller mechanism only retracts a few turns, leaving the seatbelt **way** to slack for use.

Has anyone had any success taking the mechanism apart on these cars, or any other advice?
