obd2 gsr bad for HP??

I was told that a 00 GSR motor would not do well with the preformance parts that i am thinking of adding. Somone told me that the ecu and the whole obd2 setup would hinder me and not help me. can anyone confirm this or what this person also said that i should convert to obd1 and then i would be fine. they said to do this i would need to change everything from injectors, fuel rail, oil pump, wwiring harness, and ecu and a couple other things. another shop said to be able to go from obd2 to 1 i just need that converter and an obd1 gsr ecu anyways i am just trying to get about 230-250 hp from my gsr this is mods i want to add.
but if anyone can give me some insight into the eletrionics of this car i would really like it. also confirm or denie this as well thanks again. also tell me what you think of all these mods.

00 gsr motor
00 si tranny
AEM cold air intake.
JDM HEADER 4-2-1
310 cc injectors
upgraded fuel rail
VAFC 1 vtec controll APEX
WALBRO fuel pump 255
65mm throttle body (not sutre which brand maybe skunk 2)
skunk2 intake mainfold
greddy evo muffler tip 2.25 exuasht
stage 2 clutch and 9.5 steel flywheel
short shifter
lightweight crank pulley
brembo cross slotted rotors
angel eye halo lights
GROUND WIRES



BTW dropping this all into a 96 civic HX. thanks again for all info and thoughts any other thoughts from you all on any other mods would also be great to. i want this car to be NA. later all will post PICS

u are going to be losing only a handful of hp. like 5 max. if u race 2 stock integras, 1 obd1 and 1 obd2, it still TOTALLY comes down to drivers. don't waste your $.

u dont need all that stuff the first mechanic said. i think (others can correct me on this) that all u need is ecu and wiring harness. no offense, but your mod list sucks. you are wasting your money.

00 gsr motor -->good
00 si tranny -->if cheap
AEM cold air intake-->good if u want name brand
JDM HEADER 4-2-1 -->get an aftermarket, better flow
310 cc injectors -->no turbo, no point
upgraded fuel rail -->no turbo, no point
VAFC 1 vtec controll APEX-->don't think anyone actualy uses it
WALBRO fuel pump 255-->no point
65mm throttle body (not sutre which brand maybe skunk 2)-->better things for money
skunk2 intake mainfold-->good
greddy evo muffler tip 2.25 exuasht-->good
stage 2 clutch and 9.5 steel flywheel-->don't need it at this point
short shifter-->won't help, but probably more fun
lightweight crank pulley-->don't mess with crank pulleys
brembo cross slotted rotors-->i have the slotted brembo and they rock
angel eye halo lights-->sweet
GROUND WIRES-->don't be a ricer

save your money and don't buy the stuff i said. if u want pulleys, get the one for the alternator/air conditioning/powersteering. get a set of cams and cam gears. so those pulleys (+5), cams (+15), intake (+5), header (+5), intake manifold (+5), exhaust (+3). all that gives about 40hp. gsr is like 170hp? there 210. maybe the cams will give more hp.u can get some higher compression pistons. or the way cheaper way is to get some juice. well, u can probably safely run only 40hp on that anyways.
