yes it'i me again the new guy

My 86 ew1 (carburetor on board) used to have a cloud of white smoke from the tail pipe, I was told by the previous owner to replace carburetor so i went to the Junker and get me a nice one with the vacuum control unit, but i figure the kind of pain to replace that mess!!!

So I start working on the existing one, I figure out than the float adjusting screw was covered with epoxy, and the level was to the top, so i removed the epoxy adjust the level and did an oil change. after 10 miles of driving the cloud simply went away. so maybe the car will pass inspection (MAY Be!!!!), now idle is to low stalls on cold and at working temp engine runs good if A/C is on

two questions:

can some one give me the tune up specifications??
and
will the car pass Texas inspection if y replace the factory carb whit a Webber to rid of that mess of vacuum hoses all around???

i know of a guy up here who did a weber 32/36 conversion in his 78 civic wagon which has a 1.6l accord motor in it (bigger then stock) and he passed
