vts recall? speedo probs

anyone know if the mk1 xsara vts had a speedo recall?
my service history shows it had a new one in the past and now its gone again!! everything works except the speedo is inaccurate, wont start to register till i'm travelling at around 20mph, it then seems to be 20mph down no matter what speed i'm doing. the mk2 xsara has an identical dash etc apart from the instrument panel, why would they leave the rest of the dash the same as the old model and just change the dash clocks?
i'll be ballsed if i'm going to pay out £300+ for another set of clocks.
