I found out on the '91 and older Suburbans, that the wiper relay pulse module is located on the bottom of the steering column behind the dash panel. I changed it out, and it made no improvements on the wipers. Got the wiper system wiring and troubleshoot diagrams off of
www.alldatadiy.com. It turned out being the park switch that is attached to wiper motor, an $11 part that took me 10 minutes to change. The wipers shut off, park, and work like they should now, including intermittent settings.
