2002 Astro van - pump kicks off repeatedly when adding fuel at gas station

Almost every time fuel is added at gas station the pump kicks off repeatedly and it is very difficult to fill the tank. I have to really take it easy on the pump handle to get anywhere. Does anyone else have this trouble on a 2001 or newer Astro van?

my 95 did that for a while, but oddly it got better with age.

I find that if I just pull the nozzle back a little from all the way into the filler tube, it doesnt kick off.
