Re: 95 accord abs question...
Don't know about Honda's system, but the Lumina I drive is known for a similar problem that is a defective solenoid in the control assembly for the ABS.

if your abs fails your brakes will still work, u should check for the most common failure of the abs system, which is brake dust build up on wheel speed sensor. just clean your sensors and see if it helps.

Re: 95 accord abs question...
Pump the pedal about 20 times rapidly with the key off. This will discharge the accumulator. When you turn it back on, the pump should run and recharge the accumulator. See if that is the same sound you hear when you start it. If so, for some reason the accumulator is discharging while the car sits, there is a valve or solenoid stuck letting it bleed down.

Re: 95 accord abs question...
P.S. if that's the case your brakes will work fine but your ABS function will not. I have a feeling it is trying to recharge the accumulator when you start it, and after a certain period of pumping passes, it decides the accumulator isn't going to pressurize, so it sets the ABS light.

Re: 95 accord abs question...
Something could be hung up just due to dirty fluid. That's why it is so important to do fluid exchanges on ABS systems regularly. Just a little moisture can make valves and solenoids stick, and cost a fortune to repair.
