Seems like it'd be easy to protect yourself against. I'm mean it's a lazer pulse - wear a suit made of mirrors. Wrap yourself in tinfoil.
It'd be hillarious if they spent millions developing something that didn't work (it'd also be a relief).
It's potential for torture is rather disturbing - even if it doesn't wound, the pyshcological injury from torture always outlasts the physical wounds - if anything it could be developed into the most brutal and damaging torture technique ever invented.

How Accurate Is It? Are They Gonna Affect Everyone In The Area Where Its Used? So If They Use It Ona Crowd Outside Will It Affect People Who Are Nearby?

It can't work as they intend it to, at least not very well.
If there's a fog, the laser beams would be weakened and probably not work, if it's raining or snowing the lasers would be blocked. How far can you shoot a laser and effectively hit your target with enough strength for the "exploding plasma" effect?
If there intent is to stop riots from miles away - that's alot different than shooting a lab animal in a cage from a few feet.
I don't think they'd ever make it workable or if workable, practical in use (kind of like Tesla's "death ray" of many decades ago).

2stroke- what do you think of Tesla's alleged shield that supposedly could cover an entire country Star Trek style? Sad thing is when they went though all his notes after his death there was nothing at all on it.

This is a very bad development, if it works as advertised. Especially if a way is found to turn up the power and give it a very long range.

Like all technology, it will eventually fall into the wrong hands (please use individual definition of "wrong hands" to avoid argument) and there will be hell to pay, IMO.

Tesla was a genius, before his time.
