engine surges

My accord is an 88 with a 2.0l motor. On start up everything is fine it idles normally and there is no problem. Once fully warmed up and driven a few k's when the car is in park and neutral will surge from 1100 rpm to 2000 rpm i suspect the fast idle valve, if so does anyone know the location and other things or ideas of what it could be as well.
