96 g voyager poor fuel mileage

1996 Gvoyager still poor fuel mileage, changed plugs,wires,both O2 sensors,fuel pump and filter, replaced air box with hose directly to throttle body and No improvements. Still 17-18 mpg. So maybe TCM, throttle body or injectors. Van runs fine 107,000miles
